Founded in 1984, CEI is an Ohio-based civil engineering firm with roots in planning, surveying, design, and construction phase services to the private and public sector.
Today, our focus is on water loss control and reduction in unaccounted for water loss across North America with satellite locations in Illinois, Massachusetts, New Hampshire, New Jersey, New York, Virginia, and Washington.
The heart of leak detection and our culture is listening: by hearing from those most familiar with the areas in need of improvement, our team provides long-lasting, cost-effective solutions with measurable benefits to the communities we serve.
Our Story

1984 - A gifted structural and hydraulic civil engineer with a BSCE from the University of Illinois Champgane-Urbana and a Master's Degree from Virginia Tech, Ray Chan P.E., founds CEI.

1984 - In addition to Civil Design, CEI offers solutions in Surveying, Construction Administration & Inspection, and Water Loss Control.

1992 - CEI Designs and constructs its headquarters.

1992 to 2016 - CEI focuses on infrastructure improvements across the State of Ohio.

2014 to Today - CEI expands Water Loss Control Services at the local, state, and federal level across the United States and Canada.

2020 to Today - CEI partners with ESRI, after years of testing numerous GIS solutions, to provide real-time geospatial data analytics to our water utility partners.
